Of this series of reports can be broken up into short term objectives and long term objectives. In the " First Social Media Report: Modi's Council of Ministers on Twitter " we will concern ourselves only with limited short term objectives.
Short term objectives:
To ascertain which ministers are present on Twitter
Broad and basic usage patterns. Are the ministers actually using Twitter as a platform?
Measure quality of engagement.
Determine if this engagement has led to better governance.
Determine if this engagement has been an effective source of broad basing discussion.
Determine the impact of this engagement on the political narrative.
This report is based on the Twitter list " Council of Ministers" by @TheModiEra . [We update this list every day]
We have exhaustively researched Twitter and for now have found 34 of the 45 ministers are present and of the 34 present there are only 11 verified accounts.
There are certain accounts we have not considered as we are not sure of their antecedents. For example the alleged handle for Dr. Najma A. Heptulla @najmaaheptulla .
Verifying / determining the authenticity of the handles is another challenge. So we used the "following" as a means of inaccurate verification.
Broad usage patterns:
34 of the 45 ministers are on Twitter
11 Verified accounts.
19 of the 23 Cabinet Ministers are on Twitter. However engagement is limited to 10 accounts. Some accounts have not tweeted for a few months or years. Thereby raising serious doubts about the authenticity of these handles. [Another challenge for us]
9 of the 10 Ministers of State (Independent Charge) are on Twitter. This group is the most engaged on Twitter.
6 of the 12 Ministers of State are on Twitter. As a whole this is not an engaged group.
Branding & Continuity:
No effort at branding.
Initial engagement Patterns:
It was observed that Ministers who have their own websites are more visible on social media.
However, we have not noticed and correlation between engagement on Twitter and having your own website. [This is not a report on websites, as such will be covered as an independent research paper at a later stage].
10 of 23 Cabinet Ministers have websites of their own. We have not taken certain sites into consideration. For example the site that belongs to Smt. Maneka Sanjay Gandhi
3 of 10 Ministers of State (Independent Charge) have their own websites.
2 of 12 Ministers of State have their own websites.
